Enterprise Ireland Launches Delivering for Ireland, Leading Globally (2025-2029)

Enterprise Ireland has launched a new five-year strategy, Delivering for Ireland, Leading Globally (2025-2029), outlining a clear roadmap to accelerate sustainable Irish business growth. The strategy reinforces Enterprise Ireland’s mission to empower Irish enterprises, strengthen international competitiveness, and position exporting companies as a primary driver of the Irish economy.

As the Irish Government’s agency for enterprise development, Enterprise Ireland currently supports over 4,000 Irish-owned businesses, helping them start, scale, innovate, and compete in global markets. The new strategy is designed to further enhance Ireland’s reputation for entrepreneurship, innovation, and international business success, while also creating jobs and investment in communities across the country.

Over the next five years, Enterprise Ireland aims to support Irish exporting businesses in making a greater economic impact through international expansion and job creation. Aligning with the Programme for Government and the White Paper on Enterprise, the strategy focuses on four key pillars:

Start – Strengthening Ireland’s pipeline of high-potential, scalable start-ups by supporting 1,000 new businesses from 2025 to 2029.

Compete – Enhancing business productivity through innovation, digital transformation, sustainability, and operational excellence. Enterprise Ireland targets a 35% reduction in CO₂ emissions by 2030, a 3% annual productivity increase, and the addition of 1,700 new Irish-owned exporters.

Scale – Expanding Ireland’s base of world-class businesses with a target of 275,000 people employed in Enterprise Ireland-backed companies by 2029, €50 billion in export sales, and 150 large Irish companies (250+ employees) thriving in global markets.

Connect – Strengthening Ireland’s enterprise and innovation ecosystem through enhanced collaboration, fostering €55 billion in domestic economic activity and delivering 10,000 enterprise engagements via research and development programmes.

To achieve these ambitious goals, Enterprise Ireland will leverage six core drivers:

  • Funding Ambition – Providing financial support to help businesses scale.
  • Igniting Innovation – Encouraging research and development for competitive advantage.
  • Embracing Sustainability – Assisting businesses in adopting sustainable practices.
  • Strengthening Skills & Talent – Enhancing leadership and workforce capabilities.
  • Maximising Global Opportunity – Expanding Ireland’s international reach.
  • Driving Performance – Ensuring high-impact enterprise support.

Enterprise Ireland’s new strategy marks a transformative chapter for Irish business, positioning Ireland as a global leader in entrepreneurship, sustainability, and innovation. With a strong focus on growth and international expansion, the plan aims to create lasting economic impact, high-value jobs, and a more competitive enterprise ecosystem.
